This issue is related to a Internet Explorer plugin that is malfunctioning. In some cases the Google Toolbar was responsible for the issue.
Uninstall the Google toolbar and if that fixed the issue reinstall it back and usually after reinstall the toolbar is functioning properly.
If the Google toolbar is not installed or uninstaling it still didn't fix the error, disable all the Internet Explorer plugins:
1. Right click on the Internet Explorer icon and choose Properties.
2. Click on the Advanced Tab on the top.
3. Uncheck the Enable 3rd party browser extensions option.
4. Apply the changes.
